Our D&A policy has a limit of <100 micrograms of alcohol per litre of breath. The reasoning is that the legal limit of 250 can for certain people mean they are actually impaired (body weight, meal or not, fitness etc), so we believed it was too high based on risks exposed to in their roles. Conversely, a zero limit wasn’t reasonable based on normal social practices e.g. staff having a drink with dinner etc.
A bit of background…I worked on the D&A policy for Police about 5 years ago, and the issue of on call/standby was a significant issue e.g. one and two person stations, specialist groups on constant call. We applied the same reasoning, and I think landed on either 100 or 150. Brian Ballantyne was part of this working group at the time as well.
