    Hi group, I am interested in views on when Maintenance becomes Construction when dealing with an old asset that is not compliant with ECP34 standard and was constructed under an old standard that was compliant at the time.

    Worksafe has some guidance when dealing with Asbestos, but wondering how other EDI’s manage potentially non-conforming assets on their network. Look forward to your replies and viewpoints.

    Can you elaborate Brian. Clearances or what?

      Hi Bill Yes in relation to clearances and when we have to raise something- If we find a low clearance of a two pole transformer but it was built 50 years ago. Do we have to raise it if working on transformer but not pole structure? Electrical Regulations seem to allow for us not to but would like to know others thoughts.

    All Bill has eluded to the definitive answer is Electricity Safety Regulation 17 2)b.

    “a person who carries out work upgrading or altering an electric line that was in existence immediately before 1 April 2010 must comply with ECP 34 only in relation to those parts of the line that are being upgraded or altered.”

    Is your question really about maintenance vs construction (i.e. is maintenance considered ‘upgrading or altering’) ?

      Where an historic like for like replacement was to be carried out and the replacement work would not meet the current ECP 34 requirements would that now fall into a new construction?
