Hi Brian

All Bill has eluded to the definitive answer is Electricity Safety Regulation 17 2)b.

“a person who carries out work upgrading or altering an electric line that was in existence immediately before 1 April 2010 must comply with ECP 34 only in relation to those parts of the line that are being upgraded or altered.”

Is your question really about maintenance vs construction (i.e. is maintenance considered ‘upgrading or altering’) ?
