    I’ve been engaging with Darren Handforth, Head of High Hazards and Energy Safety, about the need for ECP 34 to be reviewed. The latest from him is that they are going through the process of allocating resources and planning a review process. I’ll update you all when I hear more.

    EEA is looking at the issues associated with ECP 34 and would like to invite people who deal with ECP34 to access the knowledge Network to discuss what the issues are and how you are managing them.

    Attached is the 2016 submission to Worksafe.

      This is looking quiet, and I doubt this means there are no issues with ECP 34. We will put an item in our next newsletter encouraging participation in this forum. Please let us know issues with ECP 34 so that we can advise WorkSafe and lobby Government for change.

      Meridian is working through the SM-EI rule change and interpretation of ECP34. We’re especially struggling with interpretation of “competence” as it applies to some areas around our sites, and the apparent lack of provision for supervision. We are reviewing our own internal training and works management to look for areas of improvement. We would appreciate engagement with other asset owners (especially of a similar asset type, i.e. hydro power stations) and would be keen to discuss potential improvements to ECP34 with the industry and WorkSafe.

      Just an update: we’ve spoken with WorkSafe to give them a heads up that changes are needed. This will be followed up formally shortly, but we still need to better understand the full range of issues with ECP 34. When I spoke with officials, I emphasised that ECP34 lacks suitable mechanisms to support training of new ‘competent employees’. This is the biggest issue, although we also emphasised that industry is not well supported to safely and efficiently carry out other activities that are necessary i.e. asset inspections. Keen to learn more about other issues, so please let us know by getting involved in the discussion.

        Kia ora James,

        I have reviewed EEA’s 2016 submission on ECP34 and agree that it needs an update and the key issues described there are important. In particular, we have an issue with the lack of requirement to check compliance with ECP34 in the Building Act and related to building consent approvals. We often find buildings that encroach on the lines only when they are being constructed, and it’s a nasty surprise for the developer.

          where did the submissions process get to James? any update on ECP 34, particularly the point mentioned about councils approving buildings without apparent reference to ECP 34

          James has left the EEA and I have taken over his role, thanks for getting in touch.

          I am not yet up to speed on where we are at with this project but will be talking the Energy Safety today following a meeting last week where they mentioned that they have been doing some work on ECP 34, I will get back to you after that.

      Hi James,

      Marlborough Lines is dealing with ECP34 quite frequently. There are definitely issues that we’d be keen to share. It’s going to be long-winded so, if you don’t mind, I might create my own thread in the main Consultation – ECP34 section rather than bury it here. Expect to see it in the next day or so.

      Hi everyone, we’ve formally notified WorkSafe of our general concerns and begun pressing them to formalize their previous informal commitment to work with us on this. See attached letter.

      We at Alpine Energy presented a submission to Bob Taylor back in 2013 regarding an issue we had with the present excavation clauses. Please find this attached.

      Hi James, Not sure if this is covered by ECP 34, but the separation of services pillars and vaults seems to have been missed. The area on section boundaries is hotly contested for water meters, water tobies, telecommunications, fibre and of course electricity. A fault in an electricity pillar may not be apparent until the water services or fibre teams start digging and then step and touch potentials may become an issue, even without metal water pipes being part of the equation. Should ECP34 stipulate a safe separation distance between services? Interested in other feedback.
